Britain and France Will Dispatch Forces to the Country if a Ceasefire Accord is Agreed

Placeholder Diplomatic Meeting

The London and Paris have signed a memorandum of understanding concerning the positioning of military forces in the nation should a peace agreement be concluded with Moscow, the British leader, Keir Starmer, has announced.

Following talks with allied nations in Paris, he said that the two nations would "establish defense centers across Ukraine and erect secure structures for arms and defense matériel" to deter any future attack.

The partner countries also put forward that the America would assume leadership in verifying a truce.

Russia has consistently warned that any external forces in Ukraine would be considered a "acceptable aim", but has as yet not commented on this new announcement.

Background and Ongoing Conflict

The Kremlin's head Vladimir Putin launched a full-scale invasion of Ukraine in February 2022, and Russia currently occupies roughly 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our commitment to support Ukraine for the long-term," remarked the British leader.

Heads of state and top officials from the "Allied Coalition" participated in the Paris negotiations.

He stated at a joint press conference, the Prime Minister noted: "It establishes the framework for the operational parameters under which allied and coalition forces could operate on the ground in Ukraine, protecting Ukraine's air and maritime domains, and rebuilding Ukraine's military for the time to come."

The PM also stated that London would participate in any US-led monitoring of a prospective truce.

Defense Assurances and Diplomatic Positions

Lead American diplomat Steve Witkoff said that "long-term security guarantees and strong reconstruction vows are essential to a enduring ceasefire" in Ukraine – referring to a central requirement made by Kyiv.

Witkoff indicated the coalition had "largely finished" their work on establishing such pledges "in order that the people of Ukraine know that when this hostilities ends, it ends forever."

Jared Kushner, former American President Donald Trump's representative, also was involved in the negotiations.

Separately, President Macron Emmanuel Macron stated that Ukraine's partners had made "major advances" at the negotiations.

He added that "robust" defense assurances for the Ukrainian government had been reached in the case of a potential truce.

President Volodymyr Zelensky said that a "major advance" had been made in the talks, but added that he would only view efforts to be "sufficient" if they culminated in the conclusion of the war.

Earlier, Zelensky said a peace deal was "90% ready". Settling the remaining 10% would "determine the future of the agreement, the destiny of Ukraine and Europe".

Outstanding Matters

  • Territory and defense assurances have been at the center of unresolved issues for the parties involved.
  • Moscow has repeatedly warned that Kyiv's military must withdraw from the entirety of Ukraine's eastern Donbas region or Russia will occupy it, refusing any concession over how to finish the war.
  • The Ukrainian President has thus far excluded ceding any territory, but has suggested that Ukraine could move its troops to an mutually accepted point – but only if Russia follows suit.

Russia presently occupies approximately 75% of the Donetsk region and around 99% of the neighbouring Luhansk region. The pair of oblasts form the heartland of the Donbas.

The original US-led multi-point framework that was widely leaked to the media last year was perceived by Kyiv and its EU supporters as being strongly biased in Russia's direction.

This sparked a period of focused discussions – with all sides trying to revise the proposal.

Recently, Ukraine sent the US an updated framework – as well as distinct documents detailing possible security guarantees and plans for Ukraine's reconstruction, Zelensky stated.
